Is the 20MB Limit in GPT-4V Applied Per Image or Cumulatively?

I understand that there is a 20MB file size limit for image uploads in GPT-4V. If multiple images are uploaded, does each image need to be below 20MB individually, or is the total size of all images combined required to be under 20MB?

I attempted to upload around 30 images, each about 0.5MB, and received the following error message:
